The Project Plan for Year 2000 at Ross Stores was divided into two levels:

The first, the Enterprise Level, was comprised of those tasks necessary and common to the entire enterprise. This included the establishment, or development, of Modular Repeatable Processes (MRPs), change management practices, a project architecture, quality assurance practices, and the creation of a physical work environment for project team members. This level also included the execution of an alpha pilot.

The second, the Application Level, was comprised of those tasks that were applied to each application in preparation for actual update. Included were such tasks as the identification of the project team, the collection of all source code, the creation of update specifications, the development of testing procedures and scripts, and the completion of a detailed update plan.
